The Lagos-Calabar Coastal Highway is a major federal corridor planned to run for roughly 700 kilometers along Nigeria's coastline. For the Lagos portion identified by the Federal Ministry of Works as Section I, the corridor covers 103 kilometers and is split into Phase I, Section I at 47.47 kilometers and Phase I, Section II at 55.6 kilometers.
The first active package highlighted here is being delivered by Hitech Construction Company Ltd. under an Engineering, Procurement, Construction and Financing arrangement. In an official ministry update published on December 13, 2025, 30 kilometers had already been temporarily opened to traffic, with the full 47.474-kilometer stretch targeted before the end of Q2 2026.

Official ministry information published on March 25, 2025 describes Section I in Lagos as a 103-kilometer corridor split into two packages, while the Non-Technical Summary for the ESIA identifies the current Phase I, Section I package as a 47.47-kilometer route from Ahmadu Bello Way in Eko Atlantic to Eleko.
The supplementary ESIA identifies Hitech Construction Company Ltd. as the project proponent and contractor. The same document says the supplementary study was prepared in February 2025 to align the project with IFC Performance Standards, World Bank Group EHS Guidelines, the African Development Bank's Integrated Safeguards System, and Equator Principles IV.
The ESIA Non-Technical Summary also indicates that peak construction manpower is expected to reach about 1,000 workers, supported by project yards, sand-borrow areas, monthly environmental and social monitoring, internal audits, and a formal grievance mechanism.
